Paradise City Incheon is owned and operated by PARADISE SEGASAMMY Co., Ltd., a joint venture of South Korea’s Paradise Group and Japan’s Sega Sammy Holdings. The Korea Times reported a 55/45 split, Paradise holding the majority, at the 2014 groundbreaking, and Sega Sammy’s own February 2025 filing still gives its stake as 45%.
This is an evergreen explainer; every figure below carries its date.
Who owns Paradise City Incheon, and in what shares?
This desk read three documents on 23 September 2026: Sega Sammy’s February 2025 company-split notice, its 2014 annual report page and the Korea Times groundbreaking report of November 2014.
| Party | Stake | Role | Source, date |
|---|---|---|---|
| Paradise Group (Paradise Co., Ltd.) | 55% | Majority partner; ran Paradise Casino Incheon before the venture | Korea Times, Nov 2014 |
| Sega Sammy Holdings | 45% | Minority partner; equity-method affiliate | Sega Sammy notice, Feb 2025 |
| SEGA SAMMY CREATION INC. | 45% (planned transferee) | Wholly owned Sega Sammy subsidiary | Same notice, effective 1 June 2025 (plan) |
| PARADISE SEGASAMMY Co., Ltd. | Owner-operator | The joint venture; acquired Paradise Casino Incheon | Sega Sammy annual report, 2014 |
| Incheon International Airport Corp. | None | Land lessor, 50-year lease | Korea Times, Nov 2014 |
The 55% is the only stake not taken from an owner’s document. No Paradise Co. disclosure was read, so it is dated to 2014, not asserted as current.
How does Sega Sammy account for its Paradise City stake?
The 2025 notice calls the venture “an equity-method affiliate”. Sega Sammy therefore books its share of the venture’s profit or loss, not the resort’s revenue. For the casino takings themselves, see our Inspire vs Paradise City revenue comparison.
Did the 45% move to Sega Sammy Creation?
Sega Sammy’s board resolved on 7 February 2025 to move its gaming business, including all its PARADISE SEGASAMMY shares, to wholly owned SEGA SAMMY CREATION INC. by company split, effective 1 June 2025 as a plan. This desk has not read confirmation that it completed. Either way, as the notice describes it, the stake stays inside the Sega Sammy group. The notice ties the resort to Sega Sammy’s gaming push alongside its GAN and Stakelogic acquisitions.
Why did Sega Sammy buy into Paradise City?
Sega Sammy’s 2014 annual report says it wanted integrated-resort expertise before Japan legalised casinos, and sent staff to the Incheon casino to acquire it. The Korea Times put the project at 1.3 trillion won. Neighbouring Inspire Entertainment Resort has a different ownership story, covered in our Bain Capital assessment.

45%, through PARADISE SEGASAMMY Co., Ltd., per Sega Sammy’s 2014 annual report and its 7 February 2025 notice. That notice planned to move the shares to its subsidiary SEGA SAMMY CREATION INC. from 1 June 2025; this desk has not read confirmation that the transfer completed.
Who is the owner of Paradise Group?
